Unit II, on the other hand, introduces programs and schemes for risk abatement and management initiated either by private entities or the National Disaster Risk Reduction and Management Council (NDRRMC), administered by the Department of National Defense. The unit also discusses institutional arrangements and mechanisms of disaster management system, and identifies roles of national and local actors in processes related to DRRR.
